Level of service is a quantitative measure of delay on roadways and at
intersections. Delay takes into account driver discomfort, frustration, fuel
consumption and travel time.The following pictures illustrate the various
levels of service, ranking from "A" (no delay) to "F" (unstable flow, excessive
delay). In general LOS D or lower is considered unsatisfactory.
